- Add retryInterval: 1m to global Kustomization patch so all child
  Kustomizations retry quickly after transient failures instead of
  using the default exponential backoff
- Add retryInterval: 1m and timeout: 10m to rook-ceph operator and
  cluster — both regularly exceed the 5m default during bootstrap
  and upgrades
- Add timeout: 10m to immich-machine-learning — ML model pulls take
  longer than the default allows
